Fists Mittens is a minister. He's a minister of the god Zardoz, who in other locations is known for his fond appreciation of guns and his lack of appreciation for reproductive organs. Fists will not use weapons on sentient beings, only on animals. For sentient beings he chastises them with his fists alone.

Fists likes long walks by the beach, reading by the fire on cold rainy winter nights, kittens, long chats about Zardoz, and arranging impromptu dentistry and vasectomy sessions for evildoers. However... everyone is an evildoer in Fists' eyes, including sometimes himself, so it is really a matter of pragmatism as to who gets the lions share of his important ministry. It could be almost anyone in Skyrim, really.

To the extent that Ministry of Fists is parodying or making fun of anyone, it is only making fun of MYSELF. Fists sometimes lapses accidentally into Southern and Redneck accents with a little Jim Bakker mixed in, which I am a little Southern and a little Redneck too (currently living in rural Northeastern Texas.) Fists is a religious nut, something that people have probably thought about me too. In fact, if Fists serves any purpose in addition to pure fun, it is that I sometimes meditate far too much on serious matters and need to poke fun at myself a little sometimes or else I become a grim person.

The sort of person Fists needs to chastise. ;)
