Out of every single cutscene in this game, none of them use this specific background. Unfortunately, it just appears to be a duplicate of the Snow Town used during the scene when you unlock the special boards in expert mode. The internal name indicates that it might have been meant for the Turtle Island scenes at one point, which uses the "ISLAND" background for its scenes, or maybe it was something else entirely that involved a beach of some kind.

It's listed between Wendy's House, "WENDY H", and the daytime jungle scenes, "JUNGLE", so it may also be possible that it was once a unique background meant for the Crazy Jungle intro cutscene where the kids chase the butterfly through different backgrounds, but then the devs decided to just use Turtle Island's background to simplify things. Besides, the moment only lasts a couple of seconds, so it would seem pretty wasteful to have a unique background that only lasts for a short time.
