Most of this stage is set underwater, with only the beginning, end, and middle above sea level. Unlike in Seaside Hill Act 1, this place is more linear and requires Sonic to navigate underwater.
The S-Rank time here is pretty strict, at 1 minute and 40 seconds. Stopping for oxygen bubbles will waste precious seconds, but if you don't already know the layout, you likely won't go above water in time. The last part is also full of uneven floor; you'll save a lot of time by jumping over the lower areas.
The song here plays in Hydro City Zone (the original game spelled it as "Hydrocity"), the second Zone in Sonic 3. It's that game's underwater ruins stage and introduced the idea of Sonic running on water. This song is specifically Act 1's music.
