The player controls a government agent sent to stop the villainess Madame Q, who is conducting genetic experiments in underwater laboratories.
The game alternates between two main gameplay styles. In the underwater missions, the player swims through submerged corridors filled with enemies such as sharks, divers, and mechanical defenses, while avoiding mines and environmental hazards.
The player begins with a standard speargun firearm but can collect limited-ammo upgrades such as machine guns, flamethrowers, homing missiles, and rocket launchers. These weapons are found inside crates or dropped by enemies.

On land, the player infiltrates high-tech enemy bases in traditional platforming stages. These sequences involve running, jumping, climbing, and shooting in multiple directions.
The game supports two-player simultaneous cooperative gameplay, allowing both players to progress through levels together.

The game features a checkpoint system, especially noticeable during boss battles, where damage dealt to a boss carries over even after the player loses a life.

While the animations are generally fluid and colorful, some character movement may appear slightly stiff. The audio includes synthesized music composed by Don Diekneite, with sound effects by Brad Fuller, reflecting the typical style of late 1980s Atari arcade titles.
