With Palermo Mob investigated, Marcus moves onto Presidents' Club, a powerful African-American crime syndicate made up of previously warring street gangs named for the fact that its leadership uses the names of American presidents and founding fathers as their pseudonyms with the group's main criminal activity being smuggling of the highly addictive designer drug from Asia known as "Pop" through one of their nightclubs with Whitting tasking Marcus with tracking down the club's four leaders known as Lincoln, Hamilton, Jackson and Grant in order to get them to reveal the identity of the group's fifth and most powerful leader known as Benjamin who could be interrogated about the Presidents' connection to the mole in OCU. To that end, Marcus is provided with the location of President Lincoln who is in charge of a drug den on Park Avenue.

Heading to Park Avenue, Marcus makes his way into the drug den and fights his way through it, eventually confronting Lincoln himself in an shootout. Upon disarming Lincoln, Marcus proceeds to interrogate him, discovering that Lincoln is the lowest-ranked member of the gang's leadership and that Pop is being supplied through Club Tadow, an nightclub owned by President Hamilton. With no information to gain from Lincoln, Marcus arrests him and heads towards the Tadow located on 142nd Street. Once there, Marcus quickly discovers the club's interior littered with corpses and is forced to fight several Asian gunmen who were present on the premises before making his way through the booby-trapped nightclub to its back office where Hamilton himself is hiding. Upon being interrogated, Hamilton reveals that he was the only survivor of an attack by Yakuza who massacred everyone in the club, apparently unhappy with the fact that Presidents are selling Pop. He also reveals that the Yakuza leader named Kobi is going to be present at the Club Nagoya on Amsterdam Avenue where President Jackson will try to kill him to end the war between the gangs. Heading to Amsterdam Avenue in order to intercept Kobi and question him about the Yakuza's connection to the Pop, Marcus discovers that Kobi is actually a woman. However, before two are able to discuss anything, Kobi and her entourage are attacked by Jackson and his men who attempt to shoot her from their vehicles. Reacting quickly, Marcus ushers Kobi into her limouisine and joins her as a gunman, inent on holding off Jackson and his gangsters. After a violent car chase around Manhattan, Marcus ends up facing Jackson himself and kills him. With Kobi now safe, Marcus asks her about her connections to the Presidents' Club, discovering that with majority of the club's leadership eliminated, only Grant and Benjamin remain, meaning that Yakuza will attack the printworks used as a front by the Presidents in order to kill Grant before moving onto Benjamin, who is revealed to actually be a star hip-hop producer named Lionel Jones. Kobi reveals that she met Jones in 1998 while he lived in Japan and recruited him as an American distributor for Pop, which was originally manufactured and peddled by her organization in Asia. However, Jones eventually went rogue from his Yakuza benefactors and started to manufacture Pop on his own, effectively becoming Kobi's rival in addition to betraying her, prompting her to start the war against the Presidents' Club which serves as an organization for Jones' illegal activities. Now aware of the situation, Marcus tries to put Kobi under arrest but is kicked out of the limousine and forced to rush over to the printworks on 56th Street to find Grant before Kobi's men kill him. Once there, Marcus is caught in an shootout between Yakuza and Presidents' thugs led by Grant who notices Marcus and orders his men to kill him while he tries to escape the printworks using a truck full of Pop. However, Marcus pursues him through the building, killing his thugs along the way and manages to disable the truck before Grant escapes. With Grant cornered, Marcus interrogates him, discovering that Lionel Jones is likely hiding out at the headquarters of his music label, Zen Empire Records located on Times Square. As he enters the building, Marcus is immediately captured and brought to Jones who intends to kill him immediately. However, just before he is able to, Jones is informed that another intruder has appeared on the building's rooftop. As Jones heads out to face the intruder on his own, Marcus uses the opportunity to free himself and make his way to the rooftop where he finds Jones engaging Kobi in an sword duel. As she is distracted by Marcus' sudden appearance, Jones takes the opportunity to kill her, forcing Marcus to pick up her sword and fight Jones himself. Eventually, Jones tries to escape and ziplines to the neighborhouring building where Marcus corners and disarms him, proceeding to interrogate him about his connections to OCU. However, he only discovers that Jones' contact used an pseudonym "El Jefe" in their dealings...
