With three out of four crime syndicates on Whitting's list investigated, Marcus turns his sights onto the final organization known to have been in the contact with the OCU mole; Chinese crime syndicate known as Shadow Tong that was ran by a gangster known as Uncle Benny before his sudden disappearance and replacement by his adopoted son named Leeland Shen. With Leeland being a brutal individual known to micro-manage the Tong's membership, meaning that getting into direct contact will be nearly impossible, Whitting suggests Marcus to try and get into his good graces by locating and bringing back Leeland's step-sister named Vivian who abandoned her family to go and live in an goth commune maintaining an nightclub on Madison Street. Intent on establishing the contact with Leeland and interrogating him about his mole within OCU, Marcus heads towards the club.

Once on Madison Street, Marcus enters the goths' nightclub and finds Vivian dancing on its stage. As Marcus reveals that he came to retrieve her, Vivian openly refuses to leave and Marcus finds himself fighting the club's patrons and staff. After he defeats them all, Vivian agrees to leave with him. Outside, Marcus reveals that he intends to return Vivian to her family in order to get a favor with her step-brother before two are attacked by the goth club's patrons carrying firearms. Intimidated, Vivian agrees to tell Marcus where she lives if he gets them both away from the attacking goths. Due to this, Marcus commandeers one of the limouisines parked in front of the club and orders Vivian to drive while he arms himself and proceeds to fight off the goths who start to pursue them. After the violent car chase, Marcus and Vivian reach Shadow Tong's base of operations located within an old opium den in Chinatown. There, Marcus meets Leeland and introduces himself as a gangster named Jimmy Mac, claiming to represent a criminal who wants to do business with Shen's syndicate and witnesses the dysfunctional dynamic of Vivian's family as she despises both her step-brother and step-mother while they distrust her as she is a biological daughter of Uncle Benny. Believing Marcus' cover, Leeland has him prove his ability by assisting his associate dealing in bootleg souvenirs known as Old Lin. Upon reaching Lin's factory on Howard Street, Marcus is tasked with delivering the shipment of bootleg souvenirs to several shops in Tong's protection racket and punish those who refuse to take the shipment. Upon doing so and returning to the factory, Marcus enters Lin's office hoping to finally meet up with Leeland properly. However, to his horror, Marcus discovers that Leeland and Lin have discovered that he is a police officer, forcing him to fight his way through the factory while pursuing Lin. After eventually cornering Lin within the factory's loading bay and interrogating him, Marcus discovers that Leeland has built up an network of borderline slaves who are shipped from China and forced to work in Tong's factories and that they are brought in monthly via ship docking at Dock 40 of West Village's waterfront. Once onboard the Tong's ship, Marcus is quickly captured and brought to the leader of Tong's human traffickers named Jing. However, before they can do anything to him, Marcus breaks free and starts to pursue Jing in order to force Leeland's location out of him. After fighting his way to the top of the ship, Marcus interrogates Jing and discovers that Leeland is hiding out in the same den where Marcus had met him earlier. Racing there, Marcus finds Leeland in the middle of the meeting with some gangsters and confronts him, demanding the identity of his mole within OCU. However, Leeland refuses to say anything and retreats into a secret passage within the den. Hot on his tail, Marcus enters the passage, quickly finding himself within a large labyrinth of underground passages where he is eventually captured. After regaining consciousness, Marcus finds out that Leeland has trapped him within the room with a decomposing corpse of Uncle Benny, having killed him in order to take over the Tong. However, then, Vivian enters the room as well, releasing Marcus' restraints and revealing to have known that Leeland killed her father. However, she is quickly overpowered by Leeland who intends to kill her as well. In order to protect her, Marcus attacks Leeland and engages him in an brawl within the room with Leeland eventually disengaging and trying to escape through the tunnels which eventually lead him and Marcus onto the subway tracks where two continue their brawl. After eventually overpowering Leeland, Marcus forces him to reveal that the OCU mole, the so-called "El Jefe", had him deposit the money for his services within the locker number 125 on Grand Central Terminal. With all information definitely pointing towards OCU commander Victor Navarro as the mole, Marcus arrests Leeland and contacts Whitting, having him bring Navarro to Grand Central...
