Exploring Project Turnaround which was a boot camp or military camp, and was the only private rehabilitation facility in Ontario for high-risk chronic offenders aged 16 to 17-years-old. It was shut down in 2003 by the Ontario Liberal government because they felt they could do the job more effectively and efficiently through existing institutions. There was also a mould problem as well as being in desperate need of repair which was a contributing factor in closing the facility permanently. It was once called Camp Hillsdale, a minimum security facility for adults built in the mid 1980s which operated until 1994 as such. It reopened in July 1997 as Project Turnaround by the Conservative government looking for a strict discipline approach with 16-hour military-style work days receiving job training along with education geared towards life-skills and literacy. There was a staff of 54 to take care of 32 inmates, but there were only 16 in the facility for quite some time. Two youths managed to escape and were captured after a three-hour chase through the bush. They were returned to a regular institution after that. It was said by some critics that the young offenders spent more time marching around with flags than learning anything constructive.
