Xenogears's essence isn't really about killing god or stopping world domination. It's about Fei and what's going on with him. It's the original conflict introduced and it's the most fascinating thing about the game. In that sense, this is the game's money scene, where Citan slowly talks through the conflict within Fei and comes clean about his role with Solaris.
We finally get the last of the Citan-Id scenes here, and Citan continues to prove that absolutely nothing can phase him. Faced with certain death in front of Id, he calls Id's bluff and says he won't try to break the chains because of what it would entail. Citan pulls out all kinds of metaphors here, the most memorable of which is where he randomly compares Fei's personalities to the the software stack of a computer. The end result is a decision to lock up Fei because of what could happen, because what happened in Solaris was just too much.
