Repeated missions are necessary to progress the route. For repeated missions, I focus on completing them as fast as possible over A ranking them as I've already done so.

For the General Resource route, you must do the following in your playthrough:
During Paper Tiger, you must follow Dision.
During Dilemma, you must not desert.

It makes more sense story wise for the General Resource route to trigger Partners and Welcoming Committee and these require you to take a B on Megafloat and a D on Stratosphere.
These missions have to be replayed for Ouroboros A, so you'll get the see the differences and A ranks there.
