In Armored Core legs have 2 drain values, EN drain and stationary drain.

The game prioritizes EN drain in the garage, however stationary drain is more important most of the time. This is because EN drain only take effect when walking animation is played for the legs. Any other situation uses the (usually) lower stationary drain, and players should aim to use this drain state to recover EN.

The quad in this video was designed to make the difference very obvious. When walking the EN drain is nearly equal to the generator EN output, making regen almost zero. When not walking, the legs use the lower stationary drain and some regen is able to occur.
