ChaseHQ2 Evolution (2003) - Every PC Rally Game
ChaseHQ2 Evolution by HUOQI, 2003.
This is actually the third "ChaseHQ" game (not to be confused with the Taito arcade game classics) by solo developer HUOQI (who also lists their name as Huoqi, Huo Qi and HQ - leading to the play-on-words game name!).
The first "ChaseHQ" rally game (from 2000) you can see 4 tiny screenshots of here, but the game files are no longer available online: https://web.archive.org/web/20050307211801fw_/http://www.chasehq.net/ChaseHQ/main.htm
The second, "ChaseHQ2" (from 2001), was an early version of this game, with just one track and two cars.
This version, "ChaseHQ2 Evolution" (or Evo) can still be found for download online, and features 3 cars and 2 stages. There's also a bonus appearance of Michael Schumacher's 1999 F1 Ferrari F399 (which might be unlockable, should you win the game) - watch out for it in the middle of this video!
In short, it's a homemade recreation of the first two stages of Sega Rally 2. Borrowing the Sega box art for the main menu, sound effects and music, along with the Taito-infringing game name, makes me wonder who sent a cease-and-desist first!
The game feels pretty basic; here I'm playing on keys, hence the snappy handling. It's all very direct and much easier to steer into walls than in the original Sega Rally 2. Generally an okay but mostly not fun game to play. But definitely a bit unusual!
