Batman Beyond: Return of the Joker was released in late 2000 --- oddly, the PS1 version came out about a month before the N64 version --- making it a relatively late PS1 release. It was developed by Kemco (Top Gear, a bunch of licensed stuff), and published by Ubisoft.

Much like Mortal Kombat: Special Forces, this game is an absolute snore. It's obvious that it was a cheap licensed game, and (for at least the first level) it barely feels like anything in the Batman universe. You could probably beat this game in about an hour, but the difficulty then becomes staying awake the whole time. You'll probably want to avoid this one. Thanks for watching!
