There's quite a few buildings in this level, I like to building hop with GIs, it can deal with the SE and NE Grinders easily.
For defense a couple of garrisoned buildings and spread Pillboxes will do.

Work on getting Rambo, Dirty Harry, and The Terminator on your side.

Their attacks are EXTREMELY useful for destroying Yuri's base.
Toss them in a Battle Fortress along with two SEALs. Work on 4 of each Mirage/Prism Tanks to compliment the Battle Fortress and Chronoshift them in the north east of the opponents base.

Rambo will one hit buildings. Ouch.

Just focus on the Power Plants and Yuri Clones with your units and you'll mop this base up like nothing.

Yuri will rush your base but meh. As long as all four Grinders are down and you finish off the smaller base in the NW you'll win.
