You're up against Yuri, who has also enslaved a Soviet and Allied base.
For the way play it, get the Grand Cannon unlocked first, and build it to protect the Ore fields. Work on Economy and defense at the same time, and then production of Kirovs.
Build an Industrial Plant first and then a few extra War Factories. 6 probably would've been enough to be honest, but I built up a decent sized flotilla.

When your Miner force has cleared the two Ore patches near your base, they should be heading north to deal with IFVs. This removes one threat to your Kirovs.

When your Kirovs near Yuri's base, use your Miners to soak up fire and take out Gattling Tanks so that the Kirovs take less damage. The Fortress is somewhat stronger than a Construction Yard, but a few reaching it at decent health should do the job.

An alternative strategy, that involves getting both bases freed is to get a Nuke out, causing Yuri to build his own Super Weapons.

Get a Nuke Silo and then an Iron Curtain out.

Your Iron Curtain should be ready first. Load up a couple of Flak Tracks with Terrorists and Crazy Ivan them. Iron Curtain the Flack Tracks when they're near the northern patch of Ore and send them to the Soviet Beacon. The Allied one can be Nuked and you'll have both bases now.

Prism Tanks outreach Yuri's forces, and you can use your Super Weapons to strip his power or take out the Construction Yard.

Either way the fortress will crumble
