Sell of your Grand Cannons, Ore Purifier, and Spy Satellite. Get to work on 5 or so Guardian GIs and 6 or so IFVs, they'll help with the timeshift (though why they're in the past when they haven't yet been built is beyond me).

With everything aforementioned sold you only need one Power Plant. Send your Mirage Tanks SE and tail with the Repair IFV. Lie in wait for Yuri's initiates and then head SW.
Capture the Civilian Power Plant here and get sent back in time.

A few Apocalypses will appear near your Guardian GIs, who should reduce the tanks to scrap. There will also be a few Dreadnoughts that your Grand Cannons can deal with, and a Kirov that your IFVs can take out.

Tanya will arrive. Kill her with a nearby Dog to trigger a flotilla of Aircraft Carriers that will finish the job for you.
