Normally York cannot explore Greenvale freely during Chapter 10. However, a Sigourney break-out can carry over Chapters as long as York doesn't leave the overworld at any point. Therefore, if you set up Sigourney break-out in Chapter 9, it will later activate in Chapter 10, letting York escape the forced driving sequence and go wherever he wants.

Beware, this video contains vague spoilers for Chapter 10.

0:00 - Some of this information is familiar if you already saw the "skip chapter 10... almost" video because the set-up is the same. I would recommend checking out that video (as well as the video about "Sigourney break-outs") if you need more information.

0:36 - You can quick travel to Becky's House to skip driving there, which I suppose would be a minor time save in speedruns if it wasn't for the 5-minute setup that each Sigourney break-out takes. The mission circle is placed somewhat far away from Becky's House at the outer gates, and can't be accessed from the direction of the House.

(Not on the video: the mission can also be started by examining the House's front door during the normal time window for the mission. Examining it at any other time gives you the generic "short locked door" animation.)

0:59 - While waiting for York to arrive, Thomas and Quint are hanging out inside Becky's bedroom looking all shocked. Becky herself is also there, still looking relatively healthy. There's something fishy about all this...

1:30 - Confused by what he's seen, York decides to go fishing to clear his head. Unfortunately, the 23:30 deadline cutscene in Chapter 10 will cause a game over!

2:49 - The deadline cutscene can be safely bypassed by either sleeping past it or being indoors at 23:30, thus giving you more time to do free roam activities.

3:10 - Although the mission has a set time limit, you can actually start it at any time of the day by just driving into the mission circle. Starting it at night, NPCs cannot appear in the overworld and so it looks like York is just talking to himself.

4:56 - Exploring around town seems to work like normal, although I think the weather is permanently rainy and most of the establishments are closed as a result.

I don't know why Emily decided to ram her car right through the Police Department, but it looked funny. Maybe free roam in this Chapter can cause some NPC oddities as well?

5:41 - Just for fun (?) I decided to try overlapping the deadline cutscene with various things. However, you can only overlap it with special actions during which time is not stopped, and there aren't all that many of those.

In this first clip, I use binoculars while the cutscene activates. York will be invisible during the cutscene, and there's a very short additional loading screen before "investigation failure" text appears. But the binoculars-menu can't be used at this time, so it doesn't seem there's much else you can do with this.

6:34 - activating the deadline cutscene while falling OoB. It seems to vary depending on the cutscene if York is or isn't immune to gravity during it. Here he isn't, so it's the fall that kills him and not the Raincoat Killer.

7:08 - overlapping Sigourney break-out and the deadline cutscene. The deadline cutscene is made of really stern stuff; it can't be skipped and neither can Sigourney cutscene interrupt it. It seems game over is always unavoidable after this cutscene begins.

Although we don't see what's going on, I like to think that Sigourney smacks York with her pot at the same time as the Raincoat Killer hits him with axe.

8:11 - an alternative result of activating the deadline cutscene while fishing. I cancel out of the fishing mini-game quite early, causing the rest of the cutscene to play with a camera pointing at the lake.

(Not on the vid: activating the deadline cutscene while hiding inside a dumpster worked completely normally and wasn't worth showing on video.)
