I remember this fight being way harder but all it really does is just resist a lot of things and throw out a lightning breath attack. Must be thinking of Etrian Odyssey Untolds version of the fight. It has Talon and Tailwhip which do physical damage but his only mildly scary skill is Tornado and he barely uses that. In fact looking at the stats of the boss it's only a little bit stronger than Corotrangul so you could probably fight this boss around level 45 and win fairly easily.
