Lunar Shiva has the Blizzard-type attack you might think she'd have. They are Blizzaga, Ice Storm, Blaze and her physical attack. Lunar Shiva will also heal herself with Blizzaga, which is a new thing for a boss to do.
Fire-based spells work really well in this fight, as does Holy. So you should have Rosa casting Holy whenever there is no need of healing. Of course, Cecil's new weapon could also cast Holy, but that is just being lucky. Her Ice Storm could kill some characters, and she killed Rydia with it, so you should focus on reviving any fallen characters. Any physical attacks should do quite some damage on her, as she isn't that hard, not in my opinion.
