The only way to catch Feebas in 3rd generation of pokemon games is fishing in route 119. You can use any rod (old rod, good rod, super rod) but the best 1 to use is super rod because it gives you only 2 pokemon in that area, 1 is Carvanha and the other 1 is obviously Feebas. Feebas will be possible to catch in only 6 water tiles in whole route 119, so you will need to be patient, the best strategy for me is to try every single tile once and go further if you don't find Feebas in 1st try, after some time you should find it. I found the spot before recording the video to save time, spots won't change unless you change the trend in Dewford Town. When you find Feebas catching is easy, it's catch rate is 255 which is the biggest possible catch rate in the game, as you saw in the video I only needed 1 pokeball even though Feebas was full hp. To evolve Feebas into Milotic it needs to have enough beauty (over 170), in future I will make video about that. If you have any question about this be free to ask in the comment section.
