Steps to Fix Copy and Paste Not Working on Windows 10, Windows 8, 8.1 and Windows 7.

Step 1) Run SFC and DISM command:
sfc /scannow
DISM /Online /Cleanup-Image /RestoreHealth
Restart your PC
Step 2) Run the below command on command prompt as an administrator
cmd /c"echo off|clip”
Find these two files in File explorer and run it as an administrator
Go to C:\Windows\System32
rdpclip
dwm
Restart your PC
Step 3) Perform system restore
