So, here is how to download and install Chisels & Bits 1.16.4 in Minecraft.
The first step of installing Chisels & Bits is actually downloading and install Forge. You can find the in-depth guide for downloading, installing, and setting up Forge for Minecraft 1.16.4 in the description above. After you have Forge, we can download Chisels & Bits. To do this, go to the download ‘Chisels & Bits’ link in the description above. This will take you to the official Chisels & Bits download page. From there, look at the right-hand sidebar and scroll down until you see the ‘Minecraft 1.16’ section. Under that, you will see a version of Chisels & Bits.
