Steps To Fix "Failed connecting to the YubiKey. Make sure the application has the required permissions." and set a new FIDO2 PIN
1. Locate your YubiKey Manager app, or if you have shortcut, simply right click on it and click on Run as adminstrator
2. Click Yes, when greeted with the User Account Control
3. Insert your YubiKey into your Windows PC and it will be auto detected by the YubiKey Manager app
4. Click Applications
5. Click FIDO2
6. Click Set PIN
7. Enter your PIN and confirm that PIN
8. Click Set PIN.
