MGS2's Mine Detector can be found in the basement of Strut E. If you missed it, then you can also find it in the lower level of 'Warehouse' Strut F, in the south-east room.

Alternatively, just use the Thermal Goggles; though mines then don't appear on the radar, you can clearly see their locations in the world. Either way - be sure to crawl over Claymore mines to collect and add them to your arsenal.
