This is one of the more well made bosses surprisingly enough. Your options are extremely limited underwater but the boss itself is designed to be fair and beatable with your limited abilities. It's kind of crazy really just how much better this boss is compared to anything from Atlantica in KH1.

So while underwater you can't use situation commands, shotlocks, links and you can't switch keyblades(for some reason?). Your basically forced to do nothing but go for raw attacking or raw magic and between the two of them, I find physical attacks far easier and more reliable.

The fight is simple, only attack 3 times and never do the finisher. The underwater finisher is terrible and leaves you open for a long time so don't bother it. If you never do the finisher, you can easily react and dodge his attacks. When he does the lightning attack, just kind of fast swim around and you will dodge it easily. The other problem attack is its rapid bite. It will charge at you while bite and this attack is really hard to dodge when you far away because Angler will home in on you. This is the main reason I think physical is better because at point blank range this attack is fairly easy to avoid.
