More games need mod support on console just because countless layers of technological evolution in the gaming space have come to life just thanks to modding, and mods have also always increased the market appeal of a game way more than what any game developer could hope to achieve without supporting mods on their game.

History of Video Game modding: https://www.youtube.com/watch?v=61lV_inxiT4

People have been modding console games since as much time ago as they modded PC games, the difference is that most console games did not have any sort of mod support at all, so the only way to access something like a modded console game was through emulation and custom hack Roms. The biggest example that immediately comes to mind are the many many Pokémon hacks that are out there on the Internet: Pokémon is one of the most popular intellectual proprieties and the biggest grossing company on the planet, so it seems kinda obvious that between the many fans of the franchise you would encounter a larger total of people who mod it. Unfortunately for these die hard fans, Nintendo usually shuts down any sort of modification or even fan made projects made from nothing, however, since Nintendo is not the only video game company that exists, this is not always the case for every modded console game that does not support mods. It was not very common, but with certain files and a USB key you could technically mod Fallout New Vegas and Fallout 3 on the Xbox 360, for example I remember my brother becoming a giant Courier in Fallout New Vegas! The process to accomplish such thing was not streamlined at all though, and to me it always seemed kinda risky for my save files, so I never bothered trying it out, and this is where mod support on console games comes as a saving grace!

In the researches I made about this topic I could only find two examples that came before Fallout 4 and Skyrim, I am sure that there are some other console games that allowed mods, but it seems this is not easy information to find, the first example is the Farming Simulator series, I am not sure since when these games allowed mods to be installed on console but it is a feature that is still retained in the latest titles today, the reason is for sure the same as any other game that allows mods also on PC, again, it boosts the game's market appeal! Another game that supported mods on console was Unreal Tournament 3, in that game you could put your mods into a USB key and plug it in your console to install the modifications, pretty awesome!

It goes without saying that Fallout 4, and then Skyrim Special Edition, streamlined the process of modding on console A LOT! Bethesda hosts on their servers all the mods made by fans who want to share their work, and lets people download and rate each piece of content, further more, a section dedicated to the load order of mods allows to create compelling collection of mods to enhance the experience given by Fallout 4 and Skyrim in ways unimaginable without proper mod support, in fact, the mods I mentioned earlier for Fallout 3 and New Vegas were very basic things such as player traits alterations, but thanks to official support new content can be introduced in Skyrim and Fallout 4 for the enjoyment of everyone. The only caveat of this system is that it only allows mods to occupy a certain amount of memory on the console, which is 2GB for Fallout 4, or 5GB for Skyrim – this probably exists to make sure that nobody goes overboard with the amount of space that mods can occupy on the system, as it may impact the ability of the console to work properly. Even then, as you may have seen by the many load orders I made for Skyrim and Fallout 4 on Xbox, the two games can be dramatically transformed to the point of looking as if they were remakes of the original releases! 10 years later Skyrim is still one of those games that have a huge population that actively plays the game thanks to modding, and Bethesda has released a lot of versions of Skyrim over the years taking advantage from this incredible feature.
So, game developers, please, allow more of your console games to be modded by players, let us be creative and enjoy your games in new and different ways, because we all win when games can be modded.
