Koga comes after a point in the game where most of the world is accessible to you, meaning the Psychics we employed previously (namely Alakazam and Raichu) have now been replaced by high-levelled Pokemon in their forties - Slowbro, Starmie, Jynx... Pokemon from Seafoam Islands and Power Plant now form the bulk of my active party.
The newcomers are barely lower in level compared to the Pokemon we will be catching in the Victory Road portion of the game to help us face the E4, so they're really competent at this point and capable of facing the opposition with the broad range of moves available naturally or via TM at this point (many are still missing however).
Koga's gimmick seems to be running Toxic and Protect on most of his Pokemon (Venomoth being a remarkable exception). The strategy is nowhere as effective as it was intended, as Koga's mons all fall prey to simple psychic-type moves (I don't have any good ground-types available to me at this point). Compared to some classic incarnation of Koga where status moves were abundant and used by fast attackers like Crobat, there's really very little to be afraid of here.
Jynx utilises the strongest sp. atk. between her and Starmie to take on Weezing who's better equipped to deal with physical offence, whereas Starmie handles Muk instead.
Golbat is handled by Magneton who actually boasts the highest special attack of anybody either in the active party or in the Pokemon Box (120 base sp. atk. was huge in Gen 1, and Alakazam/Gengar are both underlevelled and cannot compete for the title of the strongest specialist). The steel-type is as strong as you'd expect (and has virtually no competition in RBY) defensively, with Magneton being safe against the attacks coming in.
Venomoth is the 2nd dual poison-type we're facing and its Bug Buzz is sure to cause our attempts to counter it with a psychic-type to fail. An unlikely solution arises with Electabuzz stepping in. Its access to Psychic, a sufficient sp. atk. stat to 2HKO and lack of bug weakness make it a surprisingly effective counter to Koga's prized Pokemon (and the only one to not be running Toxic).
