This part I battle the Winstrates and they can give you experience before your 3rd Gym Battle, and you can battle them anytime you want. But I decided to show you the battle with them. In Route 111 there are many Trainers you can battle with for some Experience, but I just want to train Electrike up to Level 26 which I believe is the Level it evolves, and it's too bad Aron doesn't evolve until about Level 32 but I'll train them up if you watch this video.
