This is Silent Hill 4: The Room with OpenAL Soft's HRTF through DSOAL (IRC_1037). This was quite a surprise for me, as I thought only Silent Hill 2 supported DirectSound3D back in October of 2018. While it's unfortunate that Silent Hill 3 on PC has no surround output whatsoever and breaks with DSOAL, Silent Hill 4 actually has full object-based 3D audio through its confusingly-labelled "Dolby Digital" option. As you can hear in the first-person segments, the audio will get filtered depending if you look up or down.
Sadly, the PC port of SH4 is abysmal. The control scheme is completely horrible as it somehow lacks any analog support for gamepads yet has no digital movement for keyboards either. I'm not even kidding. You'll see me slide into walls like my character is drunk because the controls are that sluggish and unresponsive. The mouse input is also really awful, as if they simply mapped the analog stick input to mouse input. It's hit by mouse deceleration hard.
If you really want Silent Hill 4 in HD, just use PCSX2 with widescreen and 60FPS hacks. You lose the binaural audio, but it looks and plays infinitely better:
