This video tutorial shows you how to make a simple stationary turrent with the focus on having only a 180 degree of movement of its canon in gamemaker studio.

How can this be achieved?

Simple, by having an object that turns around towards a target. Here I will use the mouse x and y coordinates are a reference point. The idea is to set the angle of the canon with the simple function point_direction which returns and angle between 2 points. Then you need to assign the range of the 180 degrees. This can be done for with a zone above the turrent, which is the y position of the mouse. And that is pretty much it.
