PREVIOUSLY:
A week has passed since the infiltration at the Highland camp, A conference is being held at Jowston Hill, where leaders from the City-States attend to discuss the situation regarding the Highland army. Though Jess informs the participants that Highland soldiers have stationed at the border and is planning for an attack anytime soon, Makai of Two River City, Gustav of Tinto, and Gorudo of Matilda dismisses this. It is apparent that the leaders have no sense of unity, refusing to concern themselves with any conflict outside of their territories.

Moments later, a messenger arrives with the news that the enemy forces had taken out their border guards, and are on their way to Muse City. Though no one wants to partake in a conflict outside of their own, they do not wish for the Highland army to take over either. Knowing that it will take seven days to gather the troops and only five days for the enemy to arrive, Anabelle requests that the Viktor and his mercenaries stall the Highland army for two days until the State troops arrive.

For two days, the mercenaries managed to hold off Highland's attack, while attaining the services of Gilbert and his men in the process, who were initially employed by Highland, but Flik convinces him that a proud man like him should not be working for a man like Luca Blight.

The next day after the battle, Riou and Nanami visits Anabelle to learn more about their grandpa, but were told to return at night since the leaders were having a discussion. They go back to the inn where Pilika asks Jowy to play with her, but was denied as he passes her on to Nanami before making his way out of the inn. Riou follows him to the city hall, where he sees his bestfriend talking to a mysterious man. Jowy is asked about the man, but refuses to tell Riou, and asks that Riou takes care of Pilika in case anything happens to him.

During the night, Riou and Nanami make their way to city hall, but were surprised when they were told that their friend had gone ahead of them. Jowy had visited Anabelle ahead of them, wielding a knife, he plans to assassinate the head of the City-States. Riou and Nanami arrives to see a downed Anabelle, Jowy apologizes to Riou before fleeing the scene. Meanwhile, Jess arrives to report of Highland's surprise attack but was surprised to see the two and a wounded Anabelle, he accuses the two of being the suspects before a messenger informs them that the enemy forces have entered the city, Jess then leaves to see the situation outside. A dying Anabelle apologizes to Riou for what they had done to Genkaku, with her final request, she asks fro Riou and Nanami to stay alive before telling them to run.

Riou and Nanami return to the inn to fetch Pilika. They learn from Leona that everyone will be meeting up at South Window City as they make their way out of Muse.
