Hajime Tabata has confirmed that the Final Fantasy XV story is meant to be from Noctis' perspective, but he's also said they intentionally made the story unbalanced, and didn't aim to make it comprehensive.
It's kind of an odd thing to say, as there are plenty of scenes throughout the Final Fantasy 15 narrative that aren't shown from Noctis' perspective, instead being between characters such as Ravus, Lunafreya, Gentiana, Ardyn, Iedolas, Aranea and Verstael.
Tabata also confirmed that all of the side characters (basically anyone who wasn't Noctis, Gladiolus, Prompto or Ignis) were marginalised to focus on their story.
Elsewhere in the interview, Tabata also stated that the second half of the game wasn't open world purely because of time constraints. He said that if they hadn't made the game more linear, that they wouldn't have release Final Fantasy XV on time!
