This is Test Drive 6 with OpenAL Soft's HRTF through DSOAL [IRC_1037 tables]. Not only does this game control horribly with a gamepad (holy shit), it also has horrible 3D sound. It seems as though the left and right channels are reversed. Everything about the audio in this game is just weird. The game does have EAX support, although you can barely hear it in this London map except for a few seconds at a time.
