This is Borderlands 3 with Dolby Atmos HRTF. It's one of the handful of modern games that actually support 3D audio through the Micrsoft Spatial Sound API (which you may have erroneously seen referred to as WSSAPI on older videos). Unfortunately, true to the fears of that one ex-Sensaura engineer who I conducted an AMA with, Dolby Atmos is a huge step back from the audio in the previous games. The mixing and positional accuracy just sound completely wrong compared to my previous Borderlands 1 and 2 videos. The Dolby Atmos HRTF at least has some rear audio effects, which is more than I can say for Windows Sonic.

Why spatial audio software created with millions of dollars worth of R&D will never sound as good as stuff made by some hobbyist programmers in their spare time, I'll never know.
