A top-secret government agency that delt with extraterrestrial technology and threats. They were back to being the human antagonist in the Bumblebee film just like they were in the 2007 film. But they were quickly forgotten by the time Rise of the Beasts rolled around. However, they were intended to make a return. During the final scene of ROTB Agent Burke revealed a card featuring GI Joe. But in the original cut it was actually S7. Which shows how desperate Paramount has gotten.
