This video's focus for the benchmark and review are solely on the performance of each respective AMD driver.

I am using the latest AMD Catalyst 15.9 drivers, against the latest RadeonSI drivers from Mesa 11.1.0-devel (LLVM 3.6.2, Kernel 3.19).

Timeline:
1. Intro 0:00
2. Benchmark Results 0:19
3. Side-by-side comparison 1:11
4. Summary 2:16
5. Frametimes 2:53

Max Settings means the following are set:
Everything is ON and MAXED out.
Only VSync is disabled.

Low Settings means EVERYTHING is off or low.

fps_max is set to 1000 to ensure no artificial fps limit is occurring.

NOTE: If you are unaware, GLXOSD is able to log frames to a CSV file. This allows me to benchmark the game, by collecting frame information during a specific timeframe.

Methodology:
This is a 1:1 frame comparison, thanks to Valve's source engine demo capability. The CPU reruns the scene in real-time and takes control of everything to ensure everything is the same.

With the same timeframe and set of actions taken, GLXOSD is able to log framerate info easily to allow me to graph it.

Here is the .dem file if you'd like to go through the same scenario, and see what you get personally:

My verdict: With this latest driver release, it looks like Catalyst really leaps over the performance the RadeonSI driver can provide. If you're into CSGO competitively, or it's the only game you play, you'll be better off with Catalyst 15.9 for now.

I may have made mistakes, and if I have done so, please forgive me and correct me in the comments. I've tried to do this benchmark and review to the best of my knowledge and capabilities.
