I have not been using public transportation, and the population has stopped increasing beyond 250,000.

Even after meeting all the demands of the RCI (Residential, Commercial, Industrial) zones, the population isn't growing, so I eventually installed public transportation, but the population still hasn't increased.

In the end, it seems like an issue of population ratio. If the problem arises because there is an excessive elderly population (33% during the last check), it points to an RCI problem.

Since the population ratio doesn't seem to be the cause of the problem, I believe there might be an issue with the proper assessment or application of the available workforce, leading to the following potential causes:

1. The increased elderly population likely converted into shopping demand, resulting in high commercial demand.
2. Satisfying the commercial demand likely caused an error in the calculation of the labor shortage, as the elderly population, who are not part of the workforce, were not properly accounted for, which blocked population inflow and led to a labor shortage.

In any case, the population needs to increase in order for me to expand the city, but the population inflow has stopped...
