This is Ear Hockey, a free Unity game by Microsoft Garage that's meant to be accessible to blind people. It uses the MS HRTF Spatializer plugin and was designed in a way that people would be able to hear every element of the game even without eyesight. Unfortunately, I don't think it works as well as the developers intended. The 3D positional audio is just not accurate enough to really give you a sense of where the ball is moving around in front of you. There's no "presence", so to speak. It could be faulty HRIR data, or it could be a poorly-defined Attenuation curve (Microsoft recommends Unity's custom rolloff instead of the more accurate logarithmic rolloff). What's weirder is that the logo jingle sounds pretty accurate, but that could just be a pre-recorded audio sample. There's also some jarring glitches where the rolling ball sound doesn't play and the CPU instantly scores points right at the end of the footage.

If Microsoft wants to be able to develop games that even the blind could play, they need to do some serious revisions to their engine. The MS HRTF Spatializer plugin is just not precise when compared to Steam Audio, let alone OpenAL Soft or Aureal A3D.
