To build a barrel boat, you need 3 charges of gunpower, 1 tinderbox, a hammer, 1 chain, 1 cannonball, and a barrel. All can be found in the below deck portion of Bill's boat.

The chain and cannonball are in chests. Everything else is in the open air. Use some gun powder on the chain to flash heat it. Use the chain on the anvil to bind it to a cannonball.

Use the bound ball on the barrel. Go above deck and operate the cannon nearest the transportation symbol on your mini-map.

When you hit the island, investigate a near by perch to speak with a seagull.

The seagull will convince you to mind control it to drop cannonballs on the island's roaming Barrelchests. The seagull has a delayed reaction to command, so you should drop the cannonballs when it's near the Barrelchests rather than above them.

Afterward, go to a small pier and swim back to the Adventurous.
