There may be actions that are done for practical purpose or for no particular purpose in the playthrough; the mandatory actions done in this episode are the following and they can be used as a guide (note that during this playthrough, certain actions can only be done during a short period of time and others can be postponed; note also that there is the possibility I may have missed events like dialogue replacement, sprite change, additional scenes and so on, since those are not generally considered as goals and are not documented at all):

Extra info/corrections/comments on this episode:
* I left obtaining the Shiva and Ramuh cards for the next section because I thought opening the little chest with Zidane would be a good alternative.
* Each card reward is listed as a mandatory action despite the obligation of racing Hippaul to level 100, because cards can be missed by having 100 cards in the inventory.
* I can confirm that there is no hidden value that is higher than level 100 after scanning the address of Hippaul's level using the Cheat Engine and an emulator.
* The Tetra Master cards ranking criterion I have chosen (details in the file of which the download link appears at the bottom of this description) requires having a Ribbon card with 8 arrows and Nova Dragon and Genji cards with 7 arrows among other requirements (note though that allocating combinations of arrows to Nova Dragon and Genji right now will surely turn out to be useless because the Bahamut card will have the priority on Disc 4).
* The following video contains info on the "arrows manipulation" trick that I used to obtain a Ribbon card with 8 arrows and a Nova Dragon and Genji cards with 7 arrows in this episode:
https://www.youtube.com/watch?v=UPFpeaWcjuA
* Note that regarding the "arrows manipulation" trick, I noticed recently that:
- It seems that all the SCPH-5XXX consoles have the same RNG/arrows sequence;
- It seems that all the SCPH-7XXX and SCPH-9XXX consoles have the same RNG/arrows sequence (I think you can then obtain the same results as a obtained when I used my NTSC SCPH-7501 console if you play the NTSC US FF9 in a modded PAL SCPH-9002 console for example);
- It seems that all the SCPH-1XX consoles (slim/PSone) have the same RNG/arrows sequence.
* When racing Hippaul, if you beat him by at least 1 second or so, you will raise his level to the next multiple of 5 instead of making him gain only one level; I remember gaining 5 levels per race until level 60 or so in the past when I was in better shape, contrary to what is shown in this video where I could not do this after reaching level 40 due to accumulated fatigue and the current state of my tendons.
