Hey all! I thought I'd share my experience getting the Geforce experience working on a new PC. I also had a Chrome issues when I first started using the new PC and abandoned Chrome for Firefox until I found this fix. Amazingly, the fix took care of both issues but the issue is with Windows itself.

So Chrome basically crapped itself after about 5 mins of using it giving me err_timed_out on most ages. I tried a lot of things including reinstalls, netsh winsock reset, ipconfig release/flush/reboot, etc. Nothing but Edge and FF worked fine. The next issue arose when the Geforce experience wouldn't pop up. It would not appear for like 2 minutes and then pop up with an error 0x0003. Fixing this was MADDENING. I tried about 10 hours worth of fixes and roughly 8-12 reboots. Finally, one lone comment on this page https://www.nvidia.com/en-us/geforce/forums/discover/294326/error-code-0x0003/ revealed the issue. It was the Win 10 crypto service having a bad registry key. Once I fixed the key and restarted the service, they both worked fine. Who knew one fix would take care of Chrome and the GFE? The fix I used is mentioned here https://www.free-uninstall.org/how-to-fix-err_timed_out-on-google-chrome/ I did NOT use the wizard but did everything manually.
