As far as installing 1.13 texture packs go, it is pretty easy. Just open up Minecraft 1.13 Java Edition, click on the 'Options' button, and then click on the 'Resource Packs' tab. From here, you will see an 'Open Resource Pack Folder' button in the bottom left. Click that, and it will open up Minecraft's resource pack folder. From here, just click install! After that, go back to Minecraft, and your texture pack will be there. Congrats!
