Here are the steps to put your Xbox Elite Controller into Bluetooth pairing mode:

Press and hold the Xbox button on the controller to turn it on.
Press and hold the Pair button on the controller for three seconds until the Xbox button starts flashing.

On your device, navigate to the Bluetooth settings and select Xbox Wireless Controller from the list of available devices.
Wait for the controller to connect to your device.
