To turn on game recording and DVR on your Steam Deck, follow these steps:

Open Settings:
Press the Steam button to bring up the main menu.
Navigate to Settings.
Enable Beta Participation:
Scroll down to System.
Find the Beta Participation option and switch to Beta.
Restart your Steam Deck to apply the changes.
Activate Game Recording:
After restarting, go back to Settings.
Scroll down to Game Recording.
Choose your preferred recording option (background recording or on-demand recording).
Start Recording:
Run the game you want to record.
Press Steam + Y to start recording12.
