HP Pentium 4 desktops with a HP proprietary BIOS can not slave an optical drive (CD-ROM, DVD-ROM, burner, writer, etc) to a primary IDE PATA ribbon cable channel that has a hard disk drive (HDD) as the master device. Slaving an optical drive on the same IDE cable as the hard drive will cause your system to have a lot of trouble booting; it will have a lot of trouble entering the BIOS; it will have a lot of trouble remaining stable; it will hang, freeze and crash a lot. It is therefore best to have your optical drives and hard disk drives on separate IDE channels.
