Draining the water is key to fighting the Otyugh, allowing you to attack its body and finish off the creature so you can recover the dragon statuette from it's stomach. Out of the water the creature is slower but no less deadly and while that reduction in speed is good, being able to see and target the whole creature is what's most important. It's an enemy that we'll encounter later on in greater numbers, this one being a lone one that managed to make its way her and set up a lair, but by the time we meet them later we'll be far stronger, better equipped and hopefully armed with a spell that reveals their single glaring weakness.

Draining the water isn't something you HAVE to do before facing the Otyugh, however. Having prior knowledge of the game, I saved using the first cylinder until I had both of them. It's reasonable to presume that some people would find one cylinder, use it immediately and press the button before returning down to the sewers. If they're fortunate, they'll pick the controls that drain the water first, leaving the lair of the Otyugh sealed off until they find the second cylinder. If they're unlucky, they'll open the lair up instead and during their exploration, they may encounter this creature when its submerged, its preferred environment. A wise and cautious player will back off before it can get close or retreat when they behold the creature's great strength.

This video is to show what happens to those who believe that there's no foe they can't defeat in this game as soon as they encounter it and how they're punished for this presumption.
