There seems to have been a rising number of cheaters over the past several months, who use hacking devices to gain an advantage. I suspect VR and BR as the source of this dishonorable behavior. I'm wondering--is cheating like this prevalent over Xbox Live and the PlayStation network too?

The person you should keep an eye out for is ALEX, one of the Mii users on the Blue Team. I'm highly suspicious of him, as he has a really odd amount of Red Shells--which seem to be exclusively Triple Red Shells--and Mega Mushrooms. Why Stars I don't know. As a result, he's an opponent who's very hard to hit and has an easy time striking others. He's not always armed to the teeth though. After dominating the match for some time, I managed to get a hit in and used the Star to prevent himself from hitting me any further. It seems that my partner on the Red Team decided to join in on the carnage but never really chose to get the Coins for some reason. Nevertheless, I won representing the Red Team.

Well! This is the first time I've ever acquired a fifth balloon. I think. I thought the limit was four, actually. I don't recall seeing anyone with five. I wonder what the limit could be...Anyway, there's a Japanese guy on my team whose BR is at about 9500. That just isn't human. He was able to maintain it by getting more points in Balloon Battle than anyone else. You haven't seen other matches with this guy, as he typically dominates. I don't know how he does it. He goes on the offensive while maintaining a blockade of stuff around him and maneuvering himself around anyone trying to chase him down.
He also picks Funky Stadium a lot.

Luigi Circuit
Going back into regular races, it seems that my "Golden Wii Wheel with Three Stars" isn't received very well. I knew this sort of shenanigan would happen: I get hit even more often than I normally do. Typically, though, it's just one person doing all the mischief. I suspect "Lil' Stein": After I got hit with the thrown Fake Item Box, Lil' Stein was the first person to pass me. This is definitely not at its worst, by any means. These folks are just warning up.
