Napalm Man is built to be his own tank, and is constantly finding more weapons to make himself stronger. Because of how dangerous he looks, his fellow Robot Masters don't feel comfortable around him.

His stage is a secret weapons facility located deep within a jungle. His weapon that Mega Man can get from him is the Napalm Bomb. His weakness is the Crystal Eye, so you can either hit him with the ball directly, or make the Crystal Eye hit a wall so it can split into 3 smaller crystal balls and try to hit Napalm Man from there.

The "N" in MEGAMANV is in this stage. It's pretty easy to get if you only drop to where it is.
