The RK3399 is running a more recent version of FFmpeg and libraries, with 6.1.1 as opposed to the N6130's old debian version of 4.1.9. But I suppose it might still be close.
The N6130 does not have a FPU and all floats are emulated by the kernel, while the RK3399 has NEONv8 and FPU support.
(N6130 didn't finish the encode either, as it's been HOURS for 5 minutes).
