It's Choro Q 64, one of a large number of Choro Q games, except this one was actually released in the U.S. as Penny Racers. It's kinda like Mario Kart interms of its bright and colorful style, not to mention weapon-packed racing. You can race opponents and take a gadget of your choice should you get in the top three, but the computer can take parts too, so beware. You can use a variety of parts to give your car a distinct look as well as unique abilities. It's noted that getting special parts was never really explained in the U.S. game and it was panned somewhat by critics.

Still, it's pretty fun once you learn how to play... but this game has some ruthless rubberband physics. Enjoy.
