I take on the last two Legendary Pokémon in Ramanas Park, and then I have captured every Legendary Pokémon in the game, it can be a very hard task as you do need Mysterious Shards to trade for slates, and Mysterious Shards are not easy to come by in the Grand Underground, that will take up a lot of time finding them.

The first room I show is the Rainbow Room, which is in Brilliant Diamond, and you encounter Ho-Oh there, in Shining Pearl, it would be the Squall Room, where you can find Lugia.
I did record the video where I catch the Shining Pearl exclusive Legendary Pokémon, including Lugia. When battling Ho-Oh, it has Sacred Fire, Extrasensory, Recover, and Sunny Day, it can use Sunny Day to power up its Sacred Fire, and it can use Recover to heal up, this is the same problem as dealing with Lugia, but the difference is that Lugia did not have a Water-type move, while Ho-Oh does have a Fire-type move that is boosted when the sun is up.
Going over Ho-Oh's stats, it is the more offensive between it and Lugia, Ho-Oh does have a high Special Defense stat, and it has a higher Attack stat than Special Attack, and the downside is it cannot learn Brave Bird in this game, so the only Physical Flying-type moves it can make use of are Aerial Ace and Fly, Aerial Ace is a bit weaker, and Fly is a two-turn move. Ho-Oh does have good versatility in moves, it can learn Earthquake and Steel Wing for some good Physical moves, it can even go Mixed with moves like Thunderbolt, Solar Beam, Fire Blast, Giga Drain, and many other moves, and it can use Calm Mind if it wants to go on the Special side, and it does have its Hidden Ability of Regenerator, which is the better Ability for Ho-Oh over Pressure.
The final Legendary Pokémon that I show is Mewtwo, which can be found in the Genome Room if you have the Genome Slate. Mewtwo's moves are Psychic, Power Swap, Guard Swap, and Mist, so it cannot do anything against Dark-type Pokémon if you have one on your team, and it is a good thing it doesn't have Recover, because that was what made Mewtwo really difficult to catch in the older Pokémon games.
As for stats and recommendations, Mewtwo has a very high Special Attack stat, it has the highest Special Attack stat in the game, not counting Attack Forme Deoxys, and it has great Speed. Mewtwo learns its signature move Psystrike at Level 72, it is a stronger Psyshock as it targets the opponent's Defense stat, and it can relearn Aura Sphere. Mewtwo learns a wide variety of TMs, like Flamethrower, Ice Beam, Thunderbolt, Shadow Ball, Energy Ball, and many other moves, and it can use Calm Mind to boost its Special Attack stat to points where it can destroy entire teams.
I then show what happens after completing the National Dex after trading over the Shining Pearl exclusive Legendary Pokémon, you get a Shiny Charm, which increases the odds of encountering a Shiny Pokémon. At the time I recorded this video, you cannot get Celebi, Deoxys, Darkrai, Shaymin, and Arceus in this game, and you do not need any of the Mythical Pokémon registered in order to get the Shiny Charm, and in the original games, you didn't need to have Lugia or Ho-Oh registered in your Pokédex, this was because in Gen 3, they could only be obtained in Events.
